You’re right. I did an article recently on the timing window for SRM which also looked that the financial ability to carry it out given expected economic destruction through warming.

I have suggested the Montreal Protocol as a governance model for an Albedo Accord, but there are lessons from a number of international organisations, such as the International Monetary Fund, the International Finance Corporation in the World Bank Group, and others. The history of the IPCC and COP does not inspire confidence in the UN system.
